My Lord,
With reference to Mr. Bonar Law's confidential despatch of the 9th February, 1916, and the connected correspond- ence, I have the honour to inform Your Lordship that Sir Paul Chater is shortly leaving the Colony for a period of some months and that the question of an acting appointment to the Executive
Council will therefore arise.

Ordinarily I should have proposed to appoint Mr.
N. J. Stabb, 0.B.E., who has recently been acting during the
absence of Mr. Sharp, but he informs me that he is so busy that
he would prefer not to be nominated. In these circumstances it
is my intention to appoint Mr. H. E. Pollock, K.C., the
unofficial member of the Legislative Council who is referred to
at the end of Sir Henry May's confidential despatch of the 18th
December, 1915.

I cannot feel that this is an entirely satisfact-
ory arrangement as it will mean that both the unofficial members
of the Executive Council will be lawyers, whereas I should
greatly prefer to have the advice of a member of the commercial
community. It is, however, impossible to attain this object
without appointing some one who is not a member of the Legislat-
ive Council, since if any member of the Legislative Council junior to Mr. Pollock were appointed it would certainly be
regarded as a slur upon the latter, in addition to which I must
